FIFA Appeal Committee Confirms Ban on Former RFEF President Rubiales

The Federation Internationale De Football Association (FIFA) Appeal Committee has dismissed the appeal filed by the former President of the Royal Spanish Football Federation (RFEF), Luis Rubiales, and confirmed the three-year ban imposed on him by the FIFA Disciplinary Committee.

In October 2023, Rubiales was banned by the FIFA Disciplinary Committee from all football-related activities at national and international levels for three years for kissing footballer Jenni Hermoso after Spain’s win at the Women’s World Cup final held on August 20. Rubiales had tendered his resignation after the institution of disciplinary proceedings against him. The Disciplinary Committee held that his conduct was in violation of Article 13 of the FIFA Disciplinary Code. Moreover, a Spanish Judge, after a preliminary investigation, ruled that his gesture “was not consensual and was a unilateral and unexpected move” and recommended that he should stand trial for the same.

Rubiales was notified of the findings of the Appeal Committee’s decision on January 26, 2024. He has 10 days’ time to request a motivated decision. An appeal against the Appeal Committee’s decision can be filed before the Court of Arbitration for Sport.
