Olympic Games Paris 2024: Eligibility Conditions for Individual Neutral Athletes

The International Olympic Committee’s (IOC) Executive Board has announced the eligibility conditions applicable to Individual Neutral Athletes (AINs) for participation in the Olympic Games in Paris 2024. These conditions are based on the recommendations issued for international federations and sports event organisers, earlier this year.

AINs are those athletes who possess a Russian or Belarusian passport. AINs who qualify through the existing qualification systems of the International Federations (IFs) on the field of play would be eligible to compete in the Olympic Games Paris 2024.

The press release dated December 8, 2023, highlights the considerations taken into account by the Board in arriving at its decision. One of the considerations was the majority view taken by the athletes “not to punish fellow athletes for the actions of their government“.

Apart from adhering to the anti-doping measures and the Olympic Games rules and regulations and signing the Updated Conditions of Participation applicable for Paris 2024, the AINs have to comply with the prescribed eligibility conditions. Athletes and support personnel who actively support the war will not be eligible to be entered. Further, the display of flags or other identifications of Russia or Belarus at the Olympic Games in Paris 2024 in any official venue or function, is prohibited.
