Deemed Approval Provision Added to Revamped DPRs for Road Construction

The Ministry of Road Transport & Highways (MoRTH) has issued a circular to include the provision of ‘Deemed Approval’ in the schedule of approval of reports in the document for request for proposal (RFP) for the appointment of Consultancy Services. It relates to the services procured for the preparation of Detailed Project Report (DPR) pertaining to National Highways and centrally sponsored road works.

 

The note provides that approval or comments shall be communicated as per the timeline provided in the schedule therein. In the absence of such approval or comments, it shall be considered as deemed approval. However, the consultant shall be responsible for the correctness of the submissions.

The circular also casts responsibility on the concerned officers in the executing agencies of MoRTH to take utmost care to avoid the situation of deemed approval and such instances shall be examined and appropriate action may be taken in case of lapses.
